I d avoid the towns for a base as thats where the largest clumps of zombies are.
They kept some a lot civilians there this is the reason of the zeds in the base. Gas i d say a base far away as you can quickly and easily to drive to get supplies. This may get you lost in the woods or get killed. I will be going there as soon as i start next round.
